New review analyzes decades of snap policy impacts

A new peer-reviewed article in Nature Food evaluates how changes to the Supplemental Nutrition Assistance Program over six decades have affected food security, employment and household stability. The review comes as Congress considers major SNAP revisions in the 2025 One Big Beautiful Bill Act.

The analysis, co-authored by Vincenzina Caputo of Michigan State University and David R. Just of Cornell University, examines long-term research on work requirements, administrative burdens, food purchase restrictions and benefit adequacy. The authors found that expanded work requirements for able-bodied adults without dependents historically reduced participation but did not produce lasting gains in employment.

The review also reports that enrollment gaps often stem from administrative complexity rather than eligibility. Simplifying paperwork and recertification increased enrollment and reduced food insecurity across multiple studies. The authors noted that restrictions on purchases such as sugar-sweetened beverages rarely change consumption unless paired with positive incentives like fruit and vegetable subsidies.

Benefit adequacy remains a central issue, particularly in areas with high food costs. “Inflation has made it harder for families to afford a basic grocery basket,” Caputo said. “Adjusting benefits for local prices would help families keep up.”

The findings may be relevant to greenhouse producers supplying fresh produce, as SNAP purchasing behavior influences demand for fruits and vegetables. The authors recommended aligning benefits with local prices and integrating nutrition incentives into electronic benefit systems to improve diet quality without limiting choice.
